Dude, fictional supervillains will often have at least some redeeming qualities or be perhaps understandable. Even the ones that are complete monsters can be charismatic.
Not the case for the fuckwads we’re stuck with.
Captain Planet and the Planeteers wasn’t even hyperbolic in hindsight.
Not super, just villains.
Trump Tower went up in 1979. It was controversial because Trump had promised to preserve the original building’s façade and then demolished it. He also employed illegal immigrant workers and treated them so badly that they won a massive judgement against him.
A couple of years later, DC comics decides to do a reboot of Superman.
Before then, Lex Luthor had always been presented as a hard core criminal. He usually wore prison greys and used abandoned buildings for his hideouts. He hated Superman because Supes had caused one of his experiments to go awry and left him bald.
In the new comic, Lex was a billionaire before Superman appeared. He had a beautiful head of hair, and slowly went bald as plan after plan to kill Supes failed. He only hated Superman because Kal-El made him feel bad about himself.
Yeah, because they doesn’t have what it takes to be a supervillain:
PRESENTATION!
No style whatsoever
The Captain Planet super villains are actually pretty accurate. Looten Plunder still looks like the average Fortune 500 CEO (minus the 80s fashion sense), and Hoggish Greedly is basically just the President.

It was me, Barry
I’m the Bay Harbor Speedster!

You could probably do a similar one for heroes, where the former is a sole actor fixing the world all by their lonesome, whereas the reality is its lots of people working together to make the world a better place.
On the other hand, there’s not much normal humans could do against Zoom. They need superheroes to beat him.
Not so for porky. He’s just a guy.
So is Lex Luthor. Even Lex has his moments where you’re like “yeah, that makes sense.”
Lex is also a “12th level intellect” i.e. one of the smartest people in the universe.
Porky is a dumbass that thinks he can use a chatbot to replace his workforce.
