This is true, but it is actually possible as opposed to somehow magically dispensing fuel from a pump without paying.
That is something completely possible. Dunno about texas, but in germany the pumps generally let you pump and then you pay afterwards.
I haven’t seen a place in the States where you’re not required to pay first in a very long time
And they love to do that in rural areas.
