I think I vaguely remember the launcher you’re talking about. I tried finding the name of it again and the closest I found to what I remember is Next Launcher 3D, some other sources had better screenshots but that link felt more comprehensive.
If not, could it be one of these? There’s some pretty funky ones in the list.
