It factors out the thing you are trying to use to create energy.

On the contrary, the expansion of the universe is naturally interpreted as galaxies moving apart.
They are not being stretched. You need to seriously re think what cosmic expansion is. It isn’t the physical movement of things in the universe, it’s the density of them that is changing. The wires become less dense, along with everything else, so there is no net change between them and the rest of the universe.
Cosmic expansion doesn’t work like that. The wires would expand along with everything else in the universe.

You can’t just use one way of measuring distance for one thing and another way for something else and then jam then together to get perpetual energy.
